Waco ISD has Announces New Principals at J.H. Hines and West Avenue Elementary Schools

WWACO, TX- Waco ISD has named two experienced and student-focused leaders to serve as elementary principals for the 2025-2026 school year. Dr. Ebony Cousins will lead J.H. Hines Elementary, and Dr. Troy Volkmann has been appointed as the new principal of West Avenue.

Both leaders are committed to ensuring students have access to rigorous academics, a supportive learning environment, and the tools they need to succeed--core values of Waco ISD's mission to cultivate wisdom, inspire growth and pursue excellence invert student. Their leadership will be key in strengthening academic growth and building strong partnerships with families and the broader community which is foundational to each campuses' success.

Cousins brings more than 20 years of experience in public education, including her recent role as assistant principal at Castleman Creek Elementary in Midway ISD and as the former elementary math coordinator for Waco ISD. She is deeply committed to instructional equity and has been recognized by the Texas House and Senate for excellence in math and science education. Cousins believes in the power of the J.H. Hines community to inspire and accelerate learning and is passionate about making every classroom a place of opportunity and academic growth. 

Volkmann comes to West Avenue Elementary from Cedar Ridge Elementary, where he has served as assistant principal since 2022. With extensive leadership experience across several districts, Volkmann has led school improvement efforts, strengthened student support systems, and enhanced instructional quality over his 20 year career in education. He is known for his hands-on leadership style and collaborative approach with teachers and families to create campuses where every child feels seen, supported, and empowered to succeed. 

"We are excited to welcome Dr. Cousins and Dr. Volkmann into these principal roles," said Dr. Tiffany Spicer, Waco ISD Superintendent. "They are committed to equipping our students to lead, championing academic excellence, and empowering families as active partners in student success. Their experience and leadership will help us continue moving Waco ISD forward."

Cousins and Volkmann will begin their new roles this summer in preparation for the upcoming school year. Their appointments underscore the district's continued investment in leadership that prioritizes access and opportunity, high expectations, and meaningful family engagement.
